Singapore, safe or not??

Last Sunday, I went to my Grandpa's house right after church service. After having dinner, I sat on the sofa, feeling pretty bored cos I had nothing to do. I just stared into space, literally... My dad, mom, as well as my Aunt were chit-chatting at the dining table. Then, I heard the word 'loan sharks'! I was taken aback as I listened to their conversation.
Apparently, some loan sharks had mistaken my Grandpa's house for one of their debtors. As usual, they would splash red or black paint all over the door. My Aunt reported this disturbing case to the police. Their attitude was horrible! They just told her to buy a CCTV. And they said something like, you have to help us look out for suspicious looking people, ok? Now what? They are pushing all the responsibility on us when we are seeking them for help? What is the meaning of that??? This whole thing concerns the safety of the people living in my Grandpa's house and all they could say is, buy a CCTV??? Outrages!
Also, my Aunt had to pay hundreds of dollars to pay for the painting of the doors and walls outside her house when the housing government had specifically said that anything outside the apartment is not our property, making the government in charge of the painting!
Everyone always says that Singapore is a very safe place, but is it?................
